Health Poverty Action (t/a Health Limited) would like to invites competent and interested candidates for the following positions.

Position 1: Finance & Administration Officer

Major Duties and Responsibilities:

  • Ensure that country set up adhere to HPA policies, donor and auditor requirements.
  • Implement HPA’s financial systems, routines and procedures.
  • Record expenditure and allocation of expenses to existing projects, providing monthly Budget versus Actual reports to be discussed with finance and admin coordinator.
  • Prepare and process all accounting transactions such as disbursement, cash receipts, journal entries and advances which are in accordance with HPA finance and accounting policies and procedures;
  • Prepare monthly financial reports;
  • Prepare regular field level payments such as Perdium, travel costs, and other administrative payments
  • Prepare monthly bank reconciliation ;
  • Support relevant sub grantees in the implementation of their activities in accordance with HPA rules and standards;   Participate on preparation and assistance on Internal and/or External Audits and other financial documentation revision from any external body.
  • Terms of Employment: Eight-month contract with the possibility of extension upon satisfactory performance appraisal and availability of funding.

Job Requirements

Qualification and Experience:

  • A minimum of BA degree in Accounting/ Business Management
  • More than 5 years practical experience preferably in International NGO setting with Multi donor organizations.

Additional skills that increase the competitiveness of the applicant:

  • Strong experience working on a finance role in a NGO context
  • Capacity of relationship with different actors (CD, donors, finance and program staff, partners, HQ)
  • Ability to prioritize work

Position 2: MEAL Coordinator

Duties and responsibilities

  • Develop and implement a robust monitoring and evaluation framework for projects in the target region.
  • Coordinate data collection activities, ensuring accuracy, reliability, and compliance with established protocols.
  • Analyze collected data to generate actionable insights and contribute to evidence-based decision-making.
  • Prepare comprehensive reports and project documents for dissemination to stakeholders and wider audiences.
  • Engage with project partners to foster collaboration, participation, and alignment with project objectives.
  • Ensure transparent and efficient utilization of project resources, adhering to budgetary guidelines.
  • Collaborate with the Program Coordinator to ensure projects are aligned with organizational strategies.
  • Monitor project progress, identify challenges, and recommend adjustments for enhanced effectiveness.
  • Facilitate knowledge-sharing and learning among project stakeholders to drive continuous improvement.
  • Stay abreast of best practices in monitoring, evaluation, and learning, integrating them into project processes.

  • MPH, MSC or higher degree in monitoring and evaluation, health related field (with track record of working in M&E)
  • At least 5 years of relevant experience
  • Strong technical, analytical, conceptual, interpersonal, and partnership management skills

  • Experience or exposure related to research focused on outbreaks such as measles.

Position 3: Project Management support

Main responsibilities will include but are not limited to:

  • Support Project managers, Field Coordinators and Program Manager in drafting the monthly, quarterly, and annual implementation plan, in coordination with partners.
  • Act as a focal point to manage daily contact, provide technical inputs and support to local government partners (province, districts, communes/ wards, and schools) in implementation of activities to ensure activities are implemented in a high quality, effective, and timely manner.
  • Conduct regular monitoring trips to supervise partners and field staff to implement project activities.
  • Collect data from health facilities, communities, and districts to develop monitoring data of the project.
  • Provide inputs and assist project staff in the compilation of data and information for monthly, quarterly, six-month, and annual reports for the assigned project sites.
  • Report to the program manager and work with relevant teams to address arising issues at the field.
  • Maintain database, records for case studies, photos, and other data for project planning and documentation;
  • Coordinate all logistical issues for visits, project activities and other related tasks.
  • Work with Program staff to follow up monitoring and evaluation of projects.
  • Collect case stories and write up case studies for projects;
  • Other additional tasks as assigned by her/his supervisor.
  • Duration: Eight months contract with the possibility of extension upon satisfactory performance appraisal and availability of funding.

Qualifications

  • A minimum of bachelor’s degree in public health, MD/Nursing, social science, or equivalent is required for this role.
  • Two years of experience related to program management in the above areas.
  • NGO work experience in pastoral communities is an asset.
  • Understanding of the Ethiopian health and nutrition policy and strategies, as well as the sectoral plans including the health extension platform.
  • Understands health service delivery of government health facilities. 
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures.
  • Good track record of organizing and coordination ability in work and other related areas
  • Good command in written and spoken English.
  • Good communication skills and Team player
  • Willingness to work under pressure and extra hours.
  • Good command in local languages.

Position 4: Field Coordinator

Duties and responsibilities:

  • Project Implementation: Oversee the complete implementation of assigned research and projects in the target region, ensuring that all stages from preparation to evaluation are carried out effectively.
  • Data Collection and Analysis: Coordinate the data collection process, ensuring accuracy and reliability. Collaborate with relevant stakeholders to analyze the collected data for meaningful insights.
  • Drafting and Dissemination: Take charge of drafting reports and other project-related documents. Ensure timely and accurate dissemination of project findings and outcomes to relevant audiences.
  • Engagement with Partners: Actively engage with project partners to foster their participation and involvement. Collaborate closely to maximize the impact and success of the projects.
  • Resource Management: Ensure efficient and transparent utilization of project resources. Manage budgets, materials, and manpower effectively to achieve project goals.
  • Coordination: Work closely with the Program Coordinator or assigned person at the country office to ensure alignment with organizational goals and strategies. Maintain clear communication channels.
  • Monitoring and Evaluation: Establish mechanisms for monitoring project progress and evaluating its outcomes. Make data-driven decisions to enhance project performance and effectiveness.
  • Stakeholder Collaboration: Collaborate with stakeholders including community members, government officials, and other relevant entities to build strong partnerships and ensure project success.
  • Quality Assurance: Ensure that project activities adhere to high quality standards. Implement best practices and continuously assess and improve project implementation.
  • Reporting: Provide regular and comprehensive reports to the Program Coordinator or assigned person. Keep them informed about project status, challenges, and achievements.
  • Terms of Employment: Eight months contract with the possibility of extension upon satisfactory performance appraisal and availability of funding.

Location: Field level, (Region to be decided together with EPHI/MOH and stakeholders)

Position 5: Program Coordinator

Duties and responsibilities:

  • Serve as a country focal person for measles IgM RDT deployment, testing and reporting to determine the incidence and outbreak of measles in a population project.
  • The Program Coordinator will provide leadership on the overall program/project management [including operations, planning, implementation, monitoring and evaluation], and resource utilization for the project.  He/she will be responsible for promoting internal and external coordination, providing overall leadership to the operations team functions. The Program Coordinator will provide regular communication and coordination with country office and field managers to ensure project activities are carried out according to the highest standards and remain responsive and appropriate to the local context. The role is expected to ensure program quality of the project to be implemented.

Position 6: Program Officer

Major Duties and Responsibilities:

  • Contributes to the enlisting, design, execution, and interpretation and dissemination of priority research projects as determined by HPA and the Institute.
  • Maintains accurate records of research findings and the analysis of results.
  • Prepares research reports, manuscripts, and presentation decks for research agendas.
  • Assists in conducting evidence synthesis, preparation of policy briefs and technical reports, and facilitating evidence-based decision-making.
  • Coordinates strengthening of research data.
  • Conducts research stakeholders mapping, analysis, and engagement.
  • Coordinates grant proposal writing, follow up and monitors grant management.
  • Facilitates training of project staff on research report writing
  • Organizes research stakeholders’ advocacy and partnership management meetings and explores new research partners.
  • Support other tasks as instructed by his/her line manager (both from HPA and EPHI).
  • Terms of Employment: Eight-month contract with the possibility of extension upon satisfactory performance appraisal and availability of funding.

Location: Addis Ababa, Seconded as a Technical Assistant to EPHI/MOH

Level: Senior Level (5+ years’ experience)
