Position: MEL-MIS Advisor

Job Description:

I.  JOB SUMMARY.

The purpose of the MEL/ MIS Advisor is to design and maintain the ME/MIS systems of SELAM and other WATER+projects under Water plus unit in line with the organization and donor requirements. The position provides evidence-based information guides project staff working for different project sites. She/he provides technical backstopping, trainings in the areas of MIS and knowledge management and coaches and supports project and partners team members. The position holder will work closely with the LDM Manager and technical advisors of the relevant sector units and ensure cross fertilization of learning among different units, data management, pulling information required from projects relevant to document centrally, organize capacity building trainings to staff, take assignments as a team. This position will work for establishing and maintaining the MIS system of the water plus projects in collaboration  Water plus LDM Manager and dotted line supervision of PQL -Database and MIS Advisor.

II. RESPONSIBILITIES AND TASKS: 

Job Responsibility #1:   Projects Information Management and Reporting -40%

Develops and maintains MEL information management system for SELAM projects in close collaboration with water plus unit LDM manager,
Ensure functionality and utilization of data management system and provide updates on changes as required to project staff,
Ensure regular maintenance of project information system using appropriate strategies,
Provide timely response to data and information requests from program coordinator, managers, advisors, support staff and PQL advisors,
Supports the streamlining of paper-based reporting system and ensure quality, timeliness, and completeness of data entry in MIS system throughout the data and information flow hierarchy,
Compile data for periodic donor, government, and CARE as per the standard reporting forms,
Lead routine program data quality assessment at the field level,
Ensure implementation of strategies to improve the data quality in line with program and CARE principles, protocols and standards
Support improved data management systems among government partner offices, providing systematic technical support to regional and local government offices; ensures systems are in line with both community-identified and government priorities, and are coordinated and integrated with other existing systems and projects
Works closely with all partners to help them understand data management and information dissemination systems, verifying that both information and information dissemination mechanisms are relevant for consumption and decision-making.

Job Responsibility #2:  Monitoring, Evaluation, and Learning: 30%

Works closely with the LDM manager in reviewing and updating MIS systems in line with data collection and reporting tools of projects,Works closely with the project team to promote learning within the portfolio of projects, across sectors and within programs,
Ensure quality of project implementation as per the implementation standards and organizational protocols,
Ensure site-level data utilization for planning and decision-making purposes through sense-making reflections during field office team coordination meetings,
Share monthly and quarterly plans and reports to LDM and project managers for feedbacks and further guidance.In close collaboration with the field office project managers, organize the periodic review and reflective meetings, joint supportive supervision, and feedback sessions at the zone, woreda, and kebele level,Works as a team with PQL staff in developing and periodically reviewing knowledge management guidelines and ensures their applications in measuring program/project performances.

Job Responsibility #3 Capacity building -30%

In close collaboration with the LDM manager, facilitate in MEL MIS training for project and partner staff
Develop water plus unit MIS manual and training materials as per objectives and donors’ interest of projects,
Closely monitor ‘change’ in the capacity project staff and partners due to project capacity-building interventions,Coach and mentor field office project staff in gap filling capacity-building activities implementation,
Compile and share project outcome reports on capacity building for program and share.

EDUCATION/TRAINING

Required:

Bachelor’s degree in Statistics, IT, Social science or other related fields

Desired:

Master’s degree in the above discipline Knowledge of statistical software, online data management systems designing DHIS, KOBO etc
Research backgroundExperience in working in both development and emergency support projects/programs focusing on health, gender equality, water and food security

B. WORK EXPERIENCE

Required:

5(five) years of progressive experience for BA and 3(three) years experience for MA that is related to MEL and MIS direct related exposure and experience. Ability in interpersonal relationship, ME/MIS system development, knowledge management and team work is required. 

Desired:

Previous experience working MEL-MIS activities with international NGOs and UN agencies;
Strategic and operational planning experience
Experience in undertaking capacity building initiatives.

C. TECHNICAL SKILLS

Required:

Highly organized, attention to detail and analytical skills,
Experience in developing DHIS, KOBO, and related online database systems
Good oral and written communication and interpersonal skills,
Firm belief in teamwork, gender equality, participatory approach, and sustainability,
Proficiency in English, both verbal and written.

Desired:

Utilizing programming and statistical software (such as SPSS) to compile data and information for various systems and research tools,
Exposure to developing and/or maintaining a database using Excel, SQL and MS Access, etc.
Report and human-interest story writing skills.

D) Competencies:

E) Problem Solving (Thinking Environment): All the three levels of problem solving apply to the incumbent. But category number one and two is most applicable to this position because, the incumbent must use interpersonal skills to pick and choose the right strategy to address a given problem and also has to deal with variable solutions, which need analysis, problem definition and development of alternative solutions.  

IV. Contacts/Key Relationships:

The incumbent is expected to establish and maintain good relations with all staff, communities, and partners in at all levels. S/he will also be expected to have productive and professional relations with various technical and operation staff in the organization.

V. Working Conditions and Level of Travel Required. 

This position is based in Addis Ababa, CARE Ethiopia office and requires 30 – 40% of his/her time for travel to project operational areas in the country (Afar, Tigray and Amhara).
