Position 1: Program manager, Economic Recovery-Conflicted Affected Population

General Position Summary:

The ER-CAP Program Manager is responsible for the overall management of ER-CAP. He/she is responsible for providing strategic and technical guidance, providing guidance on program planning and implementation, ensuring effective implementation of all activities and being proactive to address challenges, monitor and analyze the program environment and progress, using applicable monitoring and evaluation and risk management tools and advise on timely adjustments and corrective measures as necessary.

The Program Manager is responsible for the strategic planning and overall management of the program and reports to the Director of Inclusive Economic Growth.

Knowledge and Experience

  • BA degree in business, economics, finance and development, agricultural economics, agribusiness management or related social science fields.
  • At least 8 years of work experience, preferably in MSD programs, especially output and input services, business development services, technical skills training agricultural value chains, inclusive financial services, product & strategy development.
  • Managerial and supervisory experience and demonstrated partnership management skills are preferred.
  • Previous work experience in the private sector, particularly financial sector, and international development organization is an advantage.
  • Understanding of Markets Systems Development Approach (MSD) approach is needed.
  • Willingness and ability to travel frequently to Mercy Corps project sites and field locations, including traveling to insecure environments, is required.

Position 2: – Monitoring Results Manager

General Position Summary

The Monitoring Results Manager is pivotal to the implementation of the ER-CAP MEL approaches, with a specific focus on impact measurement, documentation of learnings on piloting of innovative financing tools and market actors engagement in post conflict early recovery context. The MR Manager will work across component teams and with partners to ensure recovery efforts and their impact are effectively measured as well as support the resilience learning agenda. In coordination with the Project Manager and the MEL/CARM specialists, she/he will be responsible for developing, coordinating, maintaining, and constantly improving the program-wide M&E systems using relevant knowledge and evidence to guide program strategy, support adaptive management and continuous improvement, and advance learning.

Knowledge and Experience

  • BA/S or equivalent, preferably in Economics, Statistics, business administration, public administration or international development. MA/S in similar relevant fields preferred.
  • 5 years of professional experience in a relevant field for international development programs; USAID or other donor, or NGO preferred.
  • A minimum of 4 years of experience in monitoring and evaluation management on development or recovery programming.
  • A minimum of 4 years of experience in monitoring and evaluation management on market systems development programming, including:
  • Undertaking market assessments and writing market assessment reports
  • Participating in the design of MSD programs and supporting proposal development
  • Supporting development of robust results measurement systems, measuring impact on beneficiaries and system change
  • Demonstrating strong theoretical and applied knowledge of the field of expertise.
  • Experience with Data Analysis, Visualization and ArcGIS or other geographic information systems preferred but not required.
  • Ability to prepare clear and concise reports.
  • High degree of computer literacy; Excel and Word skills are essential.
  • Ability to manage and meet deadlines.
  • Ability to work independently on multi-task load.
  • Excellent communication and organizational skills.
  • Fluency in written and oral English and Amharic languages. Must be able to read and interpret documents, and communicate with others as necessary to perform job duties effectively.
  • Basic mathematical skills and able to perform job specific mathematics with experience in statistical analysis and statistical software.
  • Should also have experience in experimental design of evaluations.

Position 3: – Health Officer-Goro Dola

General Position Summary

The position holder shall be in charge of leading, technical quality implementation and delivery of the mobile health and Nutrition services in the assigned woreda. S/He will mainly be responsible for the daily implementation of medical consultation and treatment, management of SAM cases, outreach EPI, health education, sanitation, Maternal health services and child health as per the existing guideline. She/He will be responsible for the daily implementation of mobile health and Nutrition services package as per the standard, supporting health facilities assigned as integrated mobile health & Nutrition modality and daily dispensary and drug supply management. S/He will also be responsible for day-to-day documentation of children and adults treated, people receiving health education, vaccinated children, screened children and mothers, children admitted to OTP, and all services provided accordingly and compile weekly and monthly reports and share with health and nutrition coordinator

Knowledge and Experience:

  • BSC in Public health or Nursing, with Minimum four years working experience in NGOs environment as MHNT out of which two years in clinical setup.
  • Solid technical skill on case management of childhood and adult illness, safe motherhood
  • Knowledge and experience in management of medical complications of severely malnourished children and IMNCI/ICCM.
  • Demonstrated skills in program planning, implementation and monitoring.
  • Ability to lead mobile teams and able to create good team sprit among the group.
  • Strong computer (Microsoft skills), and interpersonal skills.
  • Demonstrated ability to work effectively in a team environment.
  • Good command in written and spoken English and Local language.
  • Good human relation skills.

Position 4: – Human Resource Manager

The Position Summary

Under the guidance of the Director of HR and working in collaboration with the HR team, the HR Manager is responsible for the coordination and implementation of the HR functions and will have a variety of duties, including workforce planning, talent acquisition, HR policy implementation, compensation and benefits administration, performance management, provision related HR operational support. The HR Manager will work closely and coordinate with the HR team members to ensure proper and timely coordination and implementation of HR policies and procedures.

Minimum Qualification & Transferable Skills:

  • A bachelor’s degree in human resource management, Business Administration, or related field with relevant experience.
  • Professional Certification in Human Resource Management
  • 5 years’ experience with at least 2 years’ experience of progressive and hands-on HR generalist experience evident in multiple human resource disciplines, including compensation practices, organizational diagnosis, employee and union relations, diversity, performance management, and relevant employment laws.
  • Previous experience with the INGO sector supporting a large country portfolio is required.
  • Demonstrated experience working in a high-volume context and complex recruitment environment.
  • Proficiency in MS Office, HR Information Management and applicant tracking systems is required.
  • Ability to communicate, influence and problem solve effectively across diverse cultures and geographical distances with sensitivity.
  • Fluency in written and spoken English.
  • Solid communication skills and decision-making capabilities based on analytical skills and critical thought processes.

Position 5: Human Resource Officer

The Position Summary

The HR Officer is responsible the implementation of human resources processes in support of the achievement of the country programs’ objectives. S/he will facilitate of full cycle recruitment and support the team member life cycles across the county program. S/he will maintain the HRIS and provide operational support to the users at the national level supported by the global Management Information Systems team. The Human Resource Officer will support in the implementation of policies and procedures for effective team member management.

Minimum Qualification & Transferable Skills:

  • Bachelor’s degree in HR Management/ Administration or relevant field.
  • 2 – 5 years of professional experience in multiple human resource disciplines.
  • Demonstrated understanding and proven experience of staffing and talent planning in international relief and development environments.

Position 6: Livestock Officer

Position Summary:

Under the direct supervision of the Project coordinator, the Livestock Officer lead the implementation of livestock activities in Integrated multi-sector intervention for conflict-affected populations project, which is under operation in Zone 2, Afar Regional State. She/he is responsible for planning, implementing, monitoring and evaluation of livestock related interventions that able to protect the livelihood of Afar pastoral and agropastoral communities who affected by recurrent drought and conflict. The livestock Officer will also be responsible for timely identifying and documenting project outputs and outcomes and reporting as per the reporting schedule. Besides, She/he will ensure active participation in the Woreda level Livestock related coordination forums.

Job Requirements

  • BSc degree in veterinary sciences, animal health, agricultural Economics, animal sciences or livestock production.     
  • Minimum 3 years of professional work experience in managing programmes in food security, and livelihoods sector [livestock production].
  • Proven experience in livelihood activities including income generating activities, food security, resilience and managing risks.
  • Evidence of project cycle management experience, including design, planning, budgeting, monitoring & evaluation, and reporting.
  • Experience in working with pastoral and agro pastoral communities, preferably in Afar region.
  • Proficiency with Microsoft Office applications.
  • Excellent verbal and written communication skills in English.

Position 7: Finance Assistant

General Position Summary:

The Mercy Corps Finance Department is responsible for all financial functions, including accounting, payments and banking, payroll, budgeting, financial reporting, and grant financial management and compliance.  The Mercy Corps Finance Department ensures compliance with donor regulations as well as Mercy Corp’s internal policies and procedures.  As a support to the Program Technical Department, the Finance Department provides timely reports and assistance to the Country Director and the Program team to ensure that financial resources are used efficiently and effectively.

Knowledge and Experience:

  • Three years and more progressive experience in the non-profit organization and mainly experience gained in the INGO is required.
  • Experience working with WFP and USAID/DFID grants at least for two years
  • Diploma/First Degree in Accounting, Business Administration, Finance or related discipline. Compensating Education + Experience can be considered.
  • Demonstrated competency with computerized general ledger software
  • Advanced computer skills in MS Office programs, particularly in Excel
  • Prior management experience and strong organizational skills
  • Excellent oral and written English skills
