The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is working to boost its’ institutional strength with a special focus on enhancement of human resource capacity. Accordingly, NEBE would like to invite applicants for Senior Monitoring and Evaluation Expert position who meet the following requirements to apply.

National Election Board of Ethiopia (NEBE) would like to invites competent and interested candidates for the following positions.

Position 1: Senior Monitoring and Evaluation Expert

Purpose of the Role

Reporting to the Head of Planning, Monitoring, Evaluation and Learning (PMEL) Department, the Senior M&E Expert will be responsible provide PMEL supports to NEBE for effective delivery of Planning, Monitoring, Evaluation and Learning services. Conducting, monitoring activities, baseline study in collaboration with other team members, and preparation and consolidation of monthly, quarter, mid-term, and annual reports of the NEBE. The Jobholder will be contributing on the preparation of NEBE M&E guidelines, capacity building, annual planning, mid-term project review, supporting the Managment and other related activities.

Major Responsibilities:

  • Support the Head of PMEL, of the NEBE in planning, programming, monitoring, and evaluation of the organization and provide quality technical support other departments.
  • Help develop an M&E plan for the sector; and oversee the development of indicators and indicator handbook for the establishment of an MIS to support the M&E plan.
  • Support implementation of activities related to deliverables for Evidence based planning and M&E;
  • Review and analysis of targets set in the strategic plan of the NEBE;
  • Support departments in the preparation of Annual Plans and regular reporting (monthly, quarterly, annually and other status reports as required),
  • Participate in the National M&E Taskforce chaired by the NEBE, and work with members of this taskforce including the UNDP, NIMID, ECES, and CSOs, on various priority initiatives.
  • Implement the NEBE’s M&E plans, in particular indicators, targets, means of verification and monitoring steps at outcome, output, and activity level, and in line with the Annual Work Plan and according to the institutions mandate.
  • Develop plans and monitoring the NEBE’s Risks and Issues matrices in line with international standards;
  • Develop and refine the internal monitoring system to gather results-based progress data and input from primary sources (NEBE) and third-party sources;
  • Review of the NEBE’s Results Resources Framework, with electoral-related indicators;
  • Develop NEBEs specific M&E SOPs responding to contextual challenges, according to the organizations M&E minimum standards ensuring necessary resources;
  • Take part on any proposal development activities of NEBE departments and contribute inputs, especially in the problem analysis, objective analysis, overall development of log frames, and coining indicators;
  • Work with departments on the capacity building activities, and support in the development of training manuals;
  • Effective and timely reporting to internal and external stakeholders;
  • Assist in preparing reports, capturing in a comprehensive analytical manner progress against results framework; including the documentation of success stories, achievements, lessons learned, risks and issues;
  • Assist in writing annual and biannual plans and quarterly and annual reports to the parliament;
  • Ensuring that key program learnings are integrated into the projects and across the organization (NEBE);
  • Work together with  other members of the M&E team and program team on fostering technical excellence and impact of all NEBE programs, and documenting it;
  • Other tasks as assigned by the supervisor.

Job Requirements

  • Requirements on academic qualification:
  • MA/M.Sc./BA in Project Planning and Management, Economics, Statistics, and related fields.

Requirements on Professional Experiences:

  • For MA/M.Sc. holders: at least 7 years of relevant experience of which 4 years in leadership/management/Coordination.
  • For BA holders: at least 8 years of relevant experience of which 4 years in leadership/management/Coordination.

Position 2: Political Parties Affairs Documentation and Analysis Expert

Purpose of the Role

Reporting to the Head of Political Parties Affairs Department, the Political Parties Affairs Documentation and Analysis Expert will support and advise political parties through all registration activities, handle before and after political parties registration compliances. S/He will be responsible for handling documents related with the election process, will examine the validity of documents and compile, store and label all files. S/he will also be responsible for collecting and distributing letters to the responsible parties under the supervision of the Head of the department.

Major Responsibilities:

  • Provides up-to-date information to senior officials regarding substantive political matters and country or regional issues;
  • Drafts plans for start-up of operations and participates in the activities of implementation;
  • Prepares analytical reports and papers on sensitive and high-profile matters of concern;
  • Participates in the development, implementation and evaluation of assigned programs/projects;
  • Assist in developing communication material that will assist effective implementation at the local level;
  • Provide input on documentation and communication issues to any election guidelines, manuals or other such documents;
  • Support to review and refine election information and communication strategy for the central as well as the local level;
  • Ensure all political party related documents and paper works (registration document, letters, reports and etc.) are filed properly;
  • Receive and check letters and deliver to the responsible offices;
  • Sort, organize and maintain documents in secured and designated places;
  • Develop an efficient filing system to make updating and retrieving files easier;
  • Ensures safety and easy access to the election registration documents;
  • Properly store documents into the record system;
  • Responsible for handing out files when requested;
  • Ensures the safe return of handout files;
  • Identify and isolate out dated files;
  • Develop and update file handling systems;
  • Perform any other task as required.

Position 3: Political Parties Affairs Support Expert

Purpose of the Role

Reporting to the Head of Political Parties Affairs Department, the Political Parties Affairs Support Expert will support and advise political parties through all registration activities, handle before and after political parties registration compliances, in collaboration with other experts.  S/he will be responsible for planning; analysing timely submission of political parties support related matters. S/He will collect and compile data both for the support process and compliance activities. The Political Parties’ Support Expert will be responsible for maintaining close and open relationships with political parties.

Major Responsibilities:

  • In consultation with Management, handle and review political party compliances before and after registration;
  • Support on the  development documents  linked with   political parties support  and others; 
  • Assist in preparation of strategies and operational plans for engagement with political parties,  civil society, media, and donor partners;
  • Provide logistics for events, such as conferences, workshops, seminars, and meetings     organized by the department ;
  • Support the preparation and assembly of briefing materials for events, as needed;
  • Develop a good working relationship with relevant departments within the NEBE to better liaise on events or activities that bring departments together;
  • Organize a user friendly and easily accessible filing systems;
  • Monitor changes within NEBE’s work or operations plan and communicate them to the departments accordingly;
  • Assist in procurement of equipment, supplies and services in a transparent way;
  • Support the preparation, publication and dissemination of information materials to responsible department;
  • Provide secretarial services for immediate supervisors;
  • Support in organizing of trainings for political parties and others;

Position 4: CVE Campaign Expert

Purpose of the Role

Reporting to the Head of CVE Department, the CVE Campaign Expert will support the dissemination of NEBE’s civic and voter education strategy and supporting the implementation of a Civic and Voter Education programs. S/He responsibilities will include, day to day assistance with production and dissemination of Civic and Voter education materials and expected to gain a thorough understanding of NEBE’s values and programs; and promote them through effective communications, awareness, and public outreach endeavours.

Major Responsibilities

  • Assist in execution of public outreach plans to reach audiences through targeted channels;
  • Provide support in customizing Civic and Voter Education activities in regional branches;
  • Implement M&E mechanism to oversee implementation of a region-wide civic/voter education, and public outreach activities;
  • Assist CVE (Civic and Voter Education) department in the development and execution of campaigns, including content creation and new election campaign launches;
  • Create public outreach plans to reach target audiences through social media channels;
  • Liaise with Gender and Social Inclusion Department make sure public outreach message are gender sensitive and inclusive;
  • Perform research with a variety of tools to gain insights towards NEBE’s values;
  • Draft public service announcement and other related materials to promote NEBE’s messages;
  • Assist in the organization of events such as debates;
  • Build periodic campaign plans and lists;
  • Assist with production and dissemination of civic and voter education materials;
  • Assist the rolling out of training of materials to the regions;
  • Collaborate with other experts in the department and provide support when requested;

Position 5: Head of Procurement Management Department

Major Responsibilities

  • Responsible for developing and reviewing NEBE’s procurement strategy, policy and standards;
  • Oversee the work of procurement department, prepare operational plans and initiatives to achieve optimal efficiency and effectiveness of NEBE;
  • Compile procurement needs from departments, verify budget availability and prepare procurement plan for NEBE;
  • Responsible for evaluating, assessing and selecting vendors based on capabilities, performance and consistent quality;
  • Proactively manage material stocks to ensure write offs are kept to a minimum and coach the procurement team in a “we own the stock” mentality;
  • Participate in developing and monitoring performance against the annual operating plan;
  • Oversee the bid process and ensures that all applicable legal and contractual provisions/requirements are met;
  • Determine appropriate contracts for various types of procurement; review requisitions, purchase orders and other documents for completeness, compliance and accuracy;
  • Assess and recommend robust asset registration and management system/technology;
  • Based on donors’ requirement and government procurement policy, prepare bid documents.
  • Prior to preparing bid documents for project procurements,  review and ensure that documents meet applicable legal requirements (specification, bill of quantity and others), prepare bid documents based on the approved guideline;
  • Prepare and issue purchase orders in accordance with NEBE policy;
  • Oversee bid opening and selection process is done as per NEBE’s procurement policy and public finance rules and, follow up with the remaining procurement process;
  • Ensure the quality performance of materials are in line with required standards
  • Study and analyses markets to make recommendations of possible specification and market price change which would represent savings without detracting from quality requirements;
  • Maintains rapport and good working relationships with vendors; keep accurate vendors record;
  • Evaluate inventory reorder levels and quantity price breaks to determine most economical procurement of inventory and supplies in relation to NEBE’s cost of capital;

Position 6: Head of Human Resources Management (HRM) Department

Major Responsibilities

  • Develop and revise NEBE human resource strategies, Policies, guidelines and procedures;
  • Enforce NEBE human resource strategies, policies and procedures and enhance employee capacity;
  • Plan & lead institutional reforms, In collaboration with other departments;
  • Ensuring employee health and safety through proactively engaging leadership and other partners, ensuring health & safety protocols are adhered at all level;
  • Ensure that new NEBE employees are registered at the Pension Agency on time, and facilitate the retirement of employees and ensure necessary documents are submitted to the Agency on timely manner;
  • Prepare human resource department annual plan, leads and monitor its proper implementation, based on the annual plan of the NEBE;
  • Lead employee recruitment, selection and induction process and ensure the processes are transparent, timely and fair and also work towards achieving a diverse workforce which will support the delivery of NEBE’s goal;
  • Ensure timely renewal/extension of employee contracts;
  • Ensure that employee transfer, relocation, promotion, demotion and separation is done as per NEBE’s human resource policy and employment law of the land;
  • Manage and ensure that performance appraisal, performance management  and training and development matters;
  • Ensure payroll information is provided to finance on monthly basis;
  • Manage staff welfare including periodic team building;
  • Oversee human resource team works and build their capacity accordingly;
  • Conduct NEBE employee capacity need assessment, based on the result, and prepare training & development plan and  leads its implementation;
  • Develop orientation and induction plan for new employees, Facilitate orientation/training on NEBE’’s strategies, policies and procedures;
  • Update NEBE’s training policy based on the prevailing need assessment results , lead and monitor its implementation;
  • Facilitate discussion sessions, consultative meetings and experience sharing platforms that help NEBE’s reform and development;

Position 7: Senior HRM Expert

Major Responsibilities

  • Actively engage in the development of NEBE’s human resource strategies, Policies, guidelines and procedures;
  • Support the Head of HRM in enforcing NEBEs’ human resource strategy, policy and  procedure;
  • Collect and compile data for human resource annual plan preparation;
  • Coordinate employee recruitment, selection and induction process and ensure the processes are timely, transparent and fair;
  • Conduct employee capacity need assessment, compile assessment report and share with line manager and concerned departments, facilitate selected trainings;
  • Conduct performance assessment of employees and compile it;
  • Facilitate discussion sessions, consultative meetings and experience sharing platforms that help NEBE’s institutional reform and development; compile reports lesson learned;
  • Prepare salary and other benefits as per NEBE policy and monitor its proper implementation;
  • Liaise with line managers and staff to ensure timely leave plans are prepared;

Position 8: Executive Assistance

Major Responsibilities:

  • Manage daily calendars of the Chairperson;
  • Plan and coordinate appointments, meetings and other events with the chairperson;
  • Act as the point of contact between the Chairperson, external guests and employees;
  • Create regular reports and update internal databases;
  • Providing secretarial service to the executive management;
  • Make travel arrangements and hotel booking for the Chair;
  • Monitor, screen, respond to and distribute incoming communications;
  • Respond promptly to managers, visitors and staff queries;
  • Prepare and edit correspondences, communications, reports and other documents;
  • Prepare internal and external corporate documents for team members and visitors;

Position 9: Political Parties Liaison Expert

Major Responsibilities:

  • Liaise regularly with political parties and maintain  relationships before and after registration;
  • Ensure well-timed support for Political parties’ registration process;
  • Provide assistance in the day-to-day political party strengthening activities, and give on time response to compliances;
  • Establish and maintain close working relationships with political parties;
  • Maintain good working relationships and coordination with internal staffs and teams;
  • Assist in the drafting of policies and procedures;
  • Provide need-based trainings for political parties, and other stake holders;
  • Report to Management on the progress of Political parties’ registration and ensure and review the development and timely submission of reports;
  • Compile and maintain data of registration activities and compliances;
  • Perform other related duties as required;
  • Implement other legal tasks assigned by the NEBE Management Board.
  • Handle any other assignments as per the direction given from the supervisor.In consultation with Management, handle and review political party compliances before and after registration;
