The National Electoral Board of Ethiopia (NEBE) is an independent organization established under Article 102 of the Constitution of the Federal Democratic Republic of Ethiopia. Since its inception, the Board has established various branch offices at both the federal and regional levels, including in the two administrative cities. To date, NEBE has conducted five national elections, two local elections, and six referendums.

In January 2019, as part of a reform effort, the House of Peoples’ Representatives enacted a new proclamation that reduced the management board to five full-time members serving a six-year term. According to Proclamation No. 1133/2019, the Board is vested with the following powers and duties.

National Election Board of Ethiopia would like to invites competent, Qualified and interested candidates for the following positions.

Position 1: Junior Finance Expert II

Education and Work Experience:

Master’s or Bachelor’s in Accounting & Finance, economics, Business, or related field

2 years for Masters or 4 years for BA

Knowledge

Knowledge of financial rules and regulations

Knowledge of tax laws

Knowledge of Internal implementation/regulation of the organization

Knowledge of Payroll preparation

Accuracy and organization

Attention to detail

IFMIS Proficiency

Able to work under pressure & meet tight deadlines

Good communication skills

Budgeting

Not a member of a political party.

Know-How (Skills) (Technical competencies):

Accuracy and organization

Attention to detail

IFMIS Proficiency

Able to work under pressure & meet tight deadlines

Good communication skills

Budgeting

Proficiency in Federal and local language

Not a member of a political party.

Duty station: Nekemte, Jimma, Gode

Position 2: Human Resources and Administration Expert

Education and Work Experience:

Master’s or Bachelor’s in HRM or Management or Business Administration or Business Management Public Administration Development Management, or related field

5 years for Masters or 7 years for BA

Know-How (Skills) (Technical competencies):

Strong Communication and interpersonal skills

Excellent customer headlining skills

Attention to detail and Accuracy

Problem solving

Local and Federal working language

Not a member of a political party.

Behavioral competencies:

Adaptability/ flexibility

Team Player

Conflict resolution

Problem Solving

Analytical thinking

Collaborations

Working under stressful conditions

Duty station: Shashemene, Jimma, Gode, Bonga, Assosa

Position 3: Senior Finance Expert

Specification:

Masters or BA degree in accounting, economics, Business or related field

8 years and Bachelors | 7 years and Masters | 4 years in a leadership.

Knowledge:

Knowledge of financial rules and regulations

Knowledge of tax laws

Knowledge of Internal implementation/regulation of the organization

Knowledge of financial reporting procedures

Know-How (Skills) (Technical competencies):

Proficiency in financial modelling, data analysis tools, and financial management.

Strong analytical and critical thinking skills, with the ability to interpret complex financial data.

Excellent communication and presentation skills, with the ability to convey financial concepts to both financial and non-financial stakeholders.

Ethical mindset with a commitment to transparency, integrity, and responsible financial practices.

Behavioral competencies:

Adaptability/ Flexibility

Collaboratives

Duty station: Addis Ababa

Position 4: Head, Branch Offices

Education and Work Experience:

8 years and Ph. D | 10 years for Masters in Law, Political Science, Human Rights, Project Management, Management

Minimum of 4 years’ experience in a leadership position

Knowledge:

Knowledge of people aspect of Change management methodologies, approaches and models

Strong organizational skills

Good communication and interpersonal skills.

Ethical mind-set with a commitment to transparency, integrity.

Strong grasp of democratic institutions principles;

Ability to write and speak the federal working language, the regional language and English; knowledge of additional international and local language will be an asset;

Strong knowledge and experience, human resource management, finance, procurement and logistics; processes.

Knowledge of government institutions working procedure and willingness to create a conducive work environment and to work as a member of a team;

Handles confidential and politically sensitive issues in a responsible and mature manner.

Ability to express ideas clearly, work in a team environment and create an environment that fosters good working relationships;

Has strong interpersonal, negotiation and networking skills.

Basic information technology and computer skills.

Excellent knowledge and experience in organizing and ability to confidently work in a team environment;

Knowledge of and sensitivity to local politics and culture as well as community issues

Duty station: NEBE, Dessie and Debre Birhan Office.

Position 5: Information Desk Assistant/Receptionist

Education and Work Experience:

Diploma or BA in Management, Public Administration, Secretarial Science and Office Management or related fields.

1-year for Bachelor | 3 years relevant Experience for Diploma.

Knowledge and Skill:

Good command in Amharic.

Good self-organizational skills.

Ability to work independently and as part of a team.

Stress tolerance and patience.

Discipline and punctuality.

Meeting employees and visitors with a friendly manner.

Fluency in Amharic is required and good command in English is a plus.

Duty station: NEBE Head Quarter, Addis Ababa
