The key role of OCHA Ethiopia is tomobilize and coordinate effective and principled humanitarian

There is always much demand for reliable background information context ualreporting and data on the human itariansituation in Ethiopia. Efficient information sharing and authoritative analysis are fundamental to its support to the UN Humanitarian Coordinator OCHA producesa  range of documents to meet these needs through acombination of regular situation reports specialstudies maps and other  graphical materials resource tracking reports and operational data bases made available to the relief community primarily through the electronicmailing list.

The office for the Coordination of Humanitarian Affairs (OCHA) has managed and provided supporttotheUNCTinEthiopiasince2000.OCHA i sresponsible for monitoring relief needs and providing humanitarian support services to the UN Country Team(UNCT) reporting directly to the Humanitarian Coordinator and the Heads of UN-Agencies.

OCHA works in support of the UN Humanitarian Coordinat or to facilitate coordination of well- resourced and effective international relief response and towards bridging the transition from relief to recovery. Functionally the work of OCHA breaks into four main areas (1) coordination and operational support (2)field monitoringand analysis(3)information management and humanitarian reporting(4)research and evaluation and (5) management of pooled fund resources HRF and CERF

III. Key Functions /Responsibilities

With i nthe limits of delegated authority,the Administrative Analyst,under the supervision of the Head of Admin/Finance Unit will be responsible for the following duties.

 Together with the Admin/Finance Officer,represents the office in meetings on various

Administration issues with different agencies.

 Consults regularly with UNDP, ECA and other service providerson various issues and joint activities to ensure continued provision ofrequired services.

 Participates in OMT meetings including OMT Technical Working Groups.

 Drafts letters and other corresponde ncerelating to administrative,financial,and personnel activities.

 Hand lesprocurement planning and procurement of office supplies and equipment, ensuring  budgetary adequacy and observance of procurement rules and regulations.

 Regularly consult OCHA SCAPS, OCHA- Buyer, OCHA- requisitioning in HQ and regional

offices and handles international procurement including customs clearance.

 Facilitate sprocessing of MOUs by HQ for office rental ensuring availability of MOUs, UNDSSMOSS compliant reports for processing of MOUs.

 Ensures the safe keeping, annual physicalinventory; prepares periodical reports for submission to Head quarters including cost analysis and recommendations for replacement/disposal ofsupplies and equipment.

 Over sees the periodical physical inventory check to ensure that physical inventory data matches with inventory record. Together with the admin officer, recommend disposal/replace.

Oversee the Vehicle Fleet Management

Oversee Protocol activities.

 Back-stop the HR officer in his/her absence.

 Any other duties as maybe required.

JOB REQUIREMENT

Education: Advanced university degree or Bachelor’s degree in Business Administration, Finance, Commerce, Economics or related field.

Experience:

A minimum of 2 years of relevant professional experiencewithanAdvancedDegreeand4yearswith a    Bachelor’s    Degree    in    finance,    business administration/public administration,ideally including experience with the UN or other international organizations is required;

Good knowledge of UN policies and administrative, financial, and procurement rules and regulations;

Position 2: National Humanitarian Affairs Officer/ Field Coordination Unit (FCU)

JOB SUMMERY

II. Organizational Context

The key role of OCHA – Ethiopia is to mobilize and coordinate effective and principled humanitarian action through advocacy actions which may include publications of information gathered by the Office. OCHA is responsible for monitoring relief needs and providing humanitarian support services to the Ethiopia Humanitarian Country Team (EHCT).

OCHA works in support of the UN Humanitarian Coordinator to facilitate a coordinated, well-resourced, and effective international relief response and the bridging of the transition from relief to recovery. Functionally, the work of OCHA breaks into four main areas: (1) coordination and operational support; (2) field monitoring and analysis; (3) information management and humanitarian reporting; and (4) humanitarian financing.

This position is based in the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) – in the Oromia Sub-office, Field Coordination Unit (FCU) in Addis Ababa.

Within the limits of delegated authority, the incumbent, reporting to the Head of the Oromia Sub-office, will provide analysis, reporting, and follow-up support to the sub-office. More specifically the incumbent will be responsible for the following duties:

Summary of Key Functions:

Within the limits and delegated responsibilities, the NHAO will be responsible for facilitating coordination in his/her designated areas of assignment in Western Oromia zones on behalf of the HC and OCHA. He/She will work under the overall supervision of OCHA’s Head and Deputy Head of Office and be directly supervised by the Oromia Head of Sub-office, and indirectly by the Head of FCU. The incumbent will be based in Addis Ababa, and work closely with regional, zonal and woreda authorities in coordinating humanitarian actions and engendering a scalable suite of coordination amongst humanitarian agencies in the region.

• Keep abreast with on-going field support functions of the FCU; identifying issues that need the attention and decision of the Head of Sub-office;

• that relate to the FCU work and drafting

• Spend at least one-third of his/her time visiting and monitoring current relief operations and traveling extensively in vulnerable crisis-prone areas, obtaining information, assessing or monitoring either independently or jointly with relevant stakeholders.

• Liaise closely with regional and zonal government officials and humanitarian counterparts in coordination of humanitarian program cycle in his/her area of assignment (needs assessment and analysis, joint planning, response and monitoring).

• Facilitate and undertake joint assessments of vulnerability to emergencies and disasters in insecure and other crisis-prone areas in SNNPR.

• Work closely and consistently with the regional authorities, UN agencies, NGOs and other partners as appropriate and as required to ensure functional, accountable, predictable and scalable suite of coordination systems in designated areas of assignment.

• Facilitate the establishment and strengthening of effective sector task forces in the designated region with relevant regional and zonal line bureaus taking leadership and supporting humanitarian cluster leads to assume their respective cluster leadership roles.

• Work closely with relevant regional officials, UN and NGO counterparts to monitor, analyze and report on humanitarian development, emergency or relief management in assigned areas.

• Work with regional counterparts to strengthen or establish the appropriate disaster or emergency preparedness tools and activate ad-hoc coordination mechanisms to respond in a more timely and predictable manner in the event of quick onset or deteriorating emergencies

• Maintain a close working relationship in the field with regional, zonal and woreda government officials especially the Regional Bureau of Disaster Preparedness, civic and non-governmental aid organization, UN agencies and the Red Cross Movement in order to establish a cooperate network for the exchange of humanitarian information.

• Work with regional counterparts to enhance community participation, including but not limited to facilitating the creation of a platform for effective involvement of local NGOs, the affected beneficiaries and CBOs in various humanitarian program cycles. Promote Accountability for Affected People (AAP), and localization strategy.

• Work with other humanitarian actors to identify gaps in the capacity of regional government humanitarian coordination apparatus and endeavor to mobilizs resources locally to address those gaps.

• Participate in early recovery and development forums to ensure that regional humanitarian concerns are integrated and addressed by development tools such as UNDAF, and the nexus.

• Work closely with and support the regional early warning system in monitoring and reporting on hazards and its impact on communities in designated regions of assignment.

• Organize and facilitate OCHA and humanitarian donors’ field missions to his/her designated area of assignment, including organizing appropriate briefs on humanitarian situations and facilitate local field travel.

• Provide liaison with government on matters that involve government counterparts, accompanying the head of FCU to, and sometimes representing him/her in meetings with government counterparts.

• Substantial contribution to FCU reports through gathering information and drafting reports for review and input by the head of FCU.

• Work with OCHA Information Management Unit and partners to enhance information management by ensuring that information products such as zonal profiles, 3Ws, contact list and briefing packs are in place for his/her area of assignment and updated regularly.

• Work with humanitarian counterparts to ensure that cross-cutting issues such as gender and protection are embedded more thoroughly in the humanitarian program cycle in his/her assigned area.

• Promote the dissemination and understanding of OCHA’s mandate, the humanitarian principles and humanitarian code of conduct amongst partners in assigned areas.

• Perform other duties as may be required by the Head of FCU and Senior Management of OCHA Ethiopia.

IV. Impact of Results

The OCHA Country Office has determined, based on the increased humanitarian need in the designated region, that the function of the subject NHAO is crucial and significantly contributes to improved co-ordination in identifying humanitarian gaps and responding to the needs of affected populations.

JOB REQUIREMENT

Education:  Advanced university degree (Master’s degree) in political science, social science, public administration, international studies, economics or related area or First Degree in the above-mentioned areas

Experience:

2 years of experience with an Advanced Degree and a minimum of 4 years of progressively responsible and relevant professional experience with a BA degree in humanitarian affairs, emergency preparedness, rehabilitation and development, with significant field experience in complex emergencies, including humanitarian emergency efforts

UN or NGO experience required.

Proven ability to work in an inter-agency environment and experience in working with government officials and technical staff in a cooperative manner is essential

Field experience in the Horn of Africa and Ethiopia would be an advantage.

Availability for travel in country.

Cultural sensitivity and diplomatic skills essential

Ability to build and lead a field team under difficult and insecure conditions

Language Requirements:  Proficiency in written and oral English and languages of the regions is essential. Knowledge of a second UN language is desirable.

Position 3: National Humanitarian Affairs Officer/Coordination and Liaison

JOB SUMMERY

II. Organizational Context

Part of the UN Office for the Coordination of Humanitarian Affairs (UNOCHA), the role of the OCHA Liaison Office to the African Union (AU) and the UN Economic Commission for Africa (OCHA-AULO) is to facilitate the OCHA partnership with the African Union, including its eight Regional Economic Communities and Mechanisms (RECs/RMs) and the UNECA on humanitarian action in Africa. The goal of the partnership is to make humanitarian action more effective, strengthen resilience, enhance the predictive, preventive and response capacities of AU humanitarian initiatives and mechanisms and showcase replicable best practice and Africa’s humanitarian tradition.

The OCHA-AU Partnership is based on a 2010 Memorandum of Understanding in three areas: (1) Coordination of humanitarian assistance (2) early warning, disaster preparedness and response and (3) advocacy for the protection of civilians affected by conflict and natural disasters. The MoU is implemented through mutually agreed multi-year to Plans of Actions. The AULO works with the African Union Commission, RECs/RMs and more than 47 other stakeholders accredited to the AU for a more enabling environment and inclusive humanitarian action in Africa through coordination, liaison and partnership.

This position is located in the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) – AULO, Office of the Deputy Head of Office.

Under the direct supervision of the Deputy Head of Office, the incumbent is responsible for:

1. Overall working level coordination of the AULO engagement in coordination of humanitarian initiatives with the African Union and of partnership activities with partners accredited to the African Union Commissions and

2. Events management of partnership initiatives and Secretariat of humanitarian coordination platform. More specifically the incumbent will be responsible for the following duties:

• Keep abreast with developments in the AU relevant to the OCHA-AU partnership and identifying issues in need of the Representative head of Office and the Deputy Head of Office’s attention;

• Ensure the smooth flow of relevant information within the office through regular consultations with the Deputy Head of Office,

• Liaise with staff seconded to the African Union and other stakeholders, prepare and as appropriate, disseminate relevant information;

• Advise the Deputy Head of Office, on possible courses of action and strategic issues requiring OCHA management’s awareness and/or action by keeping in close contact with all stakeholders and participating in key meetings and events, closely monitoring developments highlighting relevant Africa Union partnership issues.

• Undertake day-to-day follow up and report on AU Commission activities and contribute to the preparation of the AULO’s inputs to regular Headquarter reporting processes/outputs

• In coordination with the Humanitarian Affairs, Refugees and Displaced Persons Division (HARDP) of the AU Commission and under the direction of the Deputy Head of Office and the Head of HARDP, acts as the Secretariat of the humanitarian coordination mechanism/platform- convenes meetings, processes and proceedings of the meetings (drafts and disseminates record of proceedings and facilitates follow up of action points);

• As assigned by the co-Chairs of the Coordination mechanism, leads and/or participates in the working groups/sub-groups of the platform/mechanism; ensures collation and organisation of inputs into reporting mechanisms

• Leads on partnership events management in collaboration with the HARDP, AUC, RECs and/or Member states as relevant and in coordination with all Public Information and media resources available, ensures coverage of the same;

• Supports the Humanitarian Civil Military Coordination capacity in AULO with participation in relevant AU peace and security coordination mechanisms/platforms and processes as needed;

• Leads in collation of AULO periodic reports and provides inputs to AU-Stakeholders coordination platform humanitarian information products;

• Support and/or facilitate the AU Commission preparation of the AU’s 6-monthly humanitarian situation reports to the AU’s decision-making organs highlighting major issues of humanitarian concern;

• Assist HARDP with preparation of reports, correspondences, briefs and related background documents for initiatives, workshops and meetings as required, including speeches, talking points and presentations;

• Liaise with OCHA-AULO to facilitate effective partnership and coordination with relevant AUC Departments

• Develop and maintain expert knowledge of and on African and humanitarian issues in Africa and keep abreast of humanitarian developments as a basis for anticipating humanitarian developments in the region and contributing to forward planning of the OCHA-AULO’s forward planning and the AU’s early warning, preparedness and response coordination as relevant and appropriate;

The overall organization of the office of the Representative and Head of Office, including scheduling, effective and efficient management of the engagements of the Representative/Head of Office;

• Efficient record keeping of activities of the OCHA-AULO-management of files, correspondences, minutes of meetings, contact lists events calendar;

Expected Results:

• Facilitate staff travel: reservations, finalizing flight bookings, and ticket reconfirmations for mission guests etc;

• Serve as focal points with clients and officials; facilitation of coordination/collaboration with other liaison offices/partners accredited to the African Union and the ECA, receiving visitors, placing and receiving calls and attending to various queries;

• Facilitate logistics for high level missions to the region; schedule meetings with AU officials and other partners, book accommodation, transport, and in consultation with organizers, prepare participants lists and travel schedule, book dinner/cocktail receptions and attend to general queries

• Update the office calendar of events/missions/travel and leave planning calendar

• Manage the schedule of the Representative/Head of Office, arrange meetings, appointments and update diaries, liaise with the rest of the team for effective planning of events’ calendar;

• Organization of AULO meetings and workshops by working collaboratively with members of the team in performing related multiple and diverse work processes and activities;

• Receive, screen and route correspondence; attach necessary background information and maintain follow up system;

Position 5: National Humanitarian Program Officer

JOB SUMMERY

II. Organizational Context

This position is located within the Humanitarian Financing Unit (HFU) for the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) in Ethiopia. The HFU currently oversees and manages the Ethiopia Humanitarian Fund (EHF) and the Central Emergency Response Fund (CERF). The post is based in Addis Ababa, with constant travel to project locations in all regions.

Under the overall guidance and supervision of the Head of HFU, the National Humanitarian Program Officer provides substantial support and oversight to the overall project cycle management, administration, and execution of varied and inter-related operational activities. In this role, the incumbent will ensure high quality, accuracy and accountability of the work performed. The National Humanitarian Program Officer promotes a client, quality and results-oriented approach. The National Humanitarian Program Officer will also work in close collaboration with colleagues in various units and sub-offices of OCHA Ethiopia, as well as in other UN agencies staff to exchange information and ensure consistent and quality service delivery.

III. Functions / Key Results Expected

Summary of Key Functions:

Under the overall supervision of the OCHA Head of the Humanitarian Financing Unit (HFU), the National Humanitarian Program Officer is expected to perform the following tasks:

Ensure effective humanitarian programming cycle support to EHF partners, focusing on the achievement of the following results:

• Provide substantial assistance throughout the humanitarian programming cycle and support to implementing partners in the management of grants under the EHF, including tracking project progress reporting, conducting project revisions and monitoring.

• Conduct programmatic spot-check of projects to monitor implementation of EHF-funded projects, ensuring that implementation is in line with the project proposal and the grant agreement.

• Lead the review of the project proposals submitted to the EHF and give guidance to implementing partners on the Grant Management System (GMS).

• Prepare periodic monitoring plan; undertake field monitoring visits to EHF project sites; and brief partners on key monitoring findings and the actions points.

• Prepare the monitoring reports and ensure findings and results of monitoring visits are shared with appropriate stakeholders and partners in a timely manner; upload the report and recommendations/follow up action points on the appropriate GMS monitoring module.

• Set the reporting requirements of individual projects based on the EHF operational modalities and identify and set appropriate reporting timelines on GMS.

Ensure creation and maintenance of strategic partnerships with humanitarian partners, focusing on achievement of the following results:

• Support the establishment of new and strategic partnerships with humanitarian partners, to plan and implement effective programming.

• Participate in the review of documents submitted under the eligibility process by organizations and drafting reports on the partner’s capacity, following up with the partner on additional documents or information required and responding to queries as necessary.

• Attend cluster and other humanitarian coordination fora as required to support awareness-raising and training on the EHF’s goals and objectives, grant management and eligibility procedures, monitoring and reporting, and Grants Management System (GMS).

• Conduct regular follow up with partners to ensure timely submission of narrative reports pertaining to EHF-funded projects and provides clear and consistent feedback to partners on implementation and progress.

Ensure effective coordination support to the relevant stakeholders, focusing on achievements of the following results:

• Support the HFU with the review and revision process of project proposals through consultation with cluster leads and other technical partners and advise partners on recommended revisions, and if needed, assist partners in revision drafting.

• Lead on the collection of information and preparation of information products on the HFU such as dashboards, newsletters and/or interim and annual reports by preparing and analysing available project data as required.

• Support organization of the trainings / workshops / technical review and Advisory Board meetings by ensuring operational excellence in all HFU related events, including drafting minutes.

IV. Impact of Results

The Office has determined that the function is essential to contribute towards expanding partnerships of the EHF. Capacity Assessment of partners for funding eligibility is a key requirement. The complex emergency situation – unprecedented inter-communal conflicts and displacement emergencies coupled with recurrent and severe drought in Ethiopia significantly increased the EHF pot, with new donors contributing to the Fund. This further increased the project management requirement of the Fund, including due diligence processes and project delivery quality. Additionally, CERF is increasingly investing in the response effort, which is the assigned task of the Unit.

JOB REQUIREMENT

Education: Advanced University degree or bachelor’s degree in the area of social science or a related field are required

Work Experience:

  • Two years of relevant experience at the national or international level in humanitarian affairs, emergency relief management or development work with advanced degree and four years with a bachelor’s degree.
  • Proficiency in the use of web-based grants management system is desirable

II. Organizational Context

The Office for Coordination of Humanitarian Affairs (OCHA) continues to support the office of the Humanitarian Coordinator (HC), the UN Country Team (UNCT) and relevant government counterparts in facilitating predictable, accountable and result-based humanitarian coordination in Ethiopia. The aim is to strengthen the coordination capacity of the government through the cluster approach to respond to the quick onset and deteriorating humanitarian crises effectively. Since the cluster approach was rolled-out in Ethiopia in 2007, significant efforts have been made to empower federal and regional counterparts to take leadership in coordinating humanitarian activities. OCHA supports humanitarian coordination efforts at the federal and regional levels through six permanently based sub-offices in three multi-hazards-prone regions and the Addis Ababa office through regular and predictable field monitoring missions involving National Humanitarian Affairs Officers.

OCHA Ethiopia recognises the need to keep its field offices fully operational to fulfil its mandate to ensure effective and predictable protection of humanitarian assistance to the most vulnerable populations through principled and hands-on field-level coordination of humanitarian actions. In this regard, OCHA is recruiting a full-time National Humanitarian Affairs Officer (NHAO) at the NOB level to be based in Jijiga with the relevant competencies to support the OCHA Eastern hub office in monitoring and having oversight responsibility for the facilitation of humanitarian coordination in the hub. The incumbent will also support the Eastern hub to fulfil OCHA’s protection and disaster risk management roles defined by OCHA’s policy procedures and guidelines on these themes.

III. Functions /Key Results Expected

Summary of key functions:

Within the limits and delegated responsibilities, the Humanitarian Affairs Officer will facilitate coordination in their assigned areas in the Eastern hub of OCHA on behalf of OCHA and the HC. He/She will work under the overall supervision of OCHA’s Head of the Eastern hub and be directly supervised by an International Humanitarian Affairs Officer (HAO) based in Jijiga. The incumbent will be based in Jijiga and work closely with regional, zonal and woreda authorities in coordinating humanitarian actions and engendering a scalable suite of coordination amongst humanitarian agencies in the Somali Region.

Specific duties include:

Spend one-third of their time visiting and monitoring and coordinating current and planned relief operations and travelling extensively in vulnerable crisis-prone areas, obtaining information, assessing or monitoring either independently or jointly with relevant stakeholders.

• Liaise closely with regional and zonal government officials and humanitarian counterparts in coordinating the humanitarian programme cycle (HPC) in his/her area of assignment (needs assessment and analysis, joint planning, response, and monitoring).

• Facilitate and undertake joint assessments of vulnerability to emergencies and disasters in the Somali Region’s insecure and other crisis-prone areas.

• Work closely and consistently with the regional authorities, UN agencies, NGOs and other partners as appropriate and required to ensure the functional, accountable, predictable and scalable suite of coordination systems in designated assignment areas.

• Facilitate establishing and strengthening effective sectoral task forces in the designated region with relevant regional and zonal line bureaus taking leadership and supporting humanitarian cluster leads to assuming their respective cluster leadership roles.

• Work closely with relevant regional officials, and UN and NGO counterparts to monitor, analyse and report on humanitarian development, emergency or relief management and the government-led ongoing durable solutions programme in assigned areas.

• Work with regional counterparts to strengthen or establish the appropriate disaster or emergency preparedness tools and activate ad-hoc coordination mechanisms to respond in a more timely and predictable manner in the event of quick onset or deteriorating emergencies

• Maintain a close working relationship with regional, zonal and woreda government officials, especially the regional Disaster Risk Management Bureau (DRMB), civic and non-governmental aid organisations and the red cross movements to establish a cooperative network for the exchange of humanitarian information.

• Work with regional counterparts to enhance community participation, including but not limited to facilitating the creation of a platform for the effective involvement of local NGOs and CBOs in various humanitarian programme cycles (HPC).

• Work with other humanitarian actors to identify gaps in the capacity of regional government humanitarian coordination apparatus and endeavor to marshal resources locally to address those gaps

• Work closely with and support the regional early warning system in monitoring and reporting on hazards and their impact on communities in designated regions of the assignment.

• Participate in early recovery and development forums to ensure that regional humanitarian concerns are integrated and addressed by development tools such as UNDAF and government-led multi-year resilience strategy (MYRS).

• Organize and facilitate OCHA and humanitarian donors’ field missions to their designated area of assignment, including organising appropriate briefs on humanitarian situations and facilitating local field travel.

• Work with OCHA Information Management Unit and Information Management Officers (IMO) of the partners, to enhance information management by ensuring that information products such as zonal profiles, 3Ws, 4Ws contact lists, and briefing packs are in place for their area of assignment and updated regularly.

• Work with humanitarian counterparts to ensure that cross-cutting issues such as gender and protection are embedded more thoroughly in the humanitarian program cycle in their assigned area.

• Promote the dissemination and understanding of OCHA’s mandate, the humanitarian principles and the humanitarian code of conduct amongst partners in assigned areas.

• Perform other duties as may be required by the Head of the Somali Regional Office.

IV. Impact of Results

The OCHA Country Office has determined, based on the humanitarian need in the designated region, that the function of the HAO is crucial and significantly contributes to improved coordination in identifying humanitarian gaps and responding to the needs of affected populations.

JOB REQUIREMENT

Education: Advanced university degree (Master’s degree) in political science, social science, public administration, international studies, economics or related area or First Degree in the above-mentioned areas.

Work Experience: Two (2) years of experience with an Advanced Degree and a minimum of 4 years of progressively responsible and relevant professional experience with a BA degree in humanitarian affairs, emergency preparedness, rehabilitation, and development, with significant field experience in complex emergencies, including humanitarian emergency efforts.

UN or NGO experience required.

Proven ability to work in an inter-agency environment and experience in working with government officials and technical staff cooperatively is essential.

The ability to build and lead a field team under difficult and insecure conditions is important.

Language Requirements: Fluency in English and the languages of the region (oral and written), is required. Being able to interpret/translate relevant communications, reports and/or documents from the local language into English is a requirement
