Position 2: Senior Programme Officer
Standard Job Description
Senior Programme Officer Organizational Setting and Work Relationships The Senior Programme Officer may be based in HQ, field/regional bureau, typically reporting to and be guided by the Chief of Section/Deputy Director/Operations Manager and may supervise a small team of local and international staff. He/she may refer to UNHCR’s Programme Manual (Chapter IV), UNHCR’s corporate and regional strategic priorities, operation plans and other relevant institutional rules and regulations for further guidance.
Key skills and competencies required for the position:
The incumbent should have proven competencies and experience in:
- Multiple stakeholder management and mobilization including working with the Government, NGO and operational partners
- Managing, analyzing and providing informed projections to guide senior management on the efficient utilization of financial and other resources that will support the development of the country operations plan
- Proven experience in leading and managing large and diverse teams toward a shared vision to ensure that global strategic priorities (GSP) and regional priorities as well as information on projected resource availability guide the planning parameters.
- the incumbent must possess excellent drafting skills and a deep understanding of how to leverage opportunities in Ethiopia, in line with the GCR/CRRF and the identification and implementation of innovative solutions for other populations of concern to UNHCR.
- Demonstrated experience in coordination, particularly within the interagency context and contributing to interagency response strategies while ensuring that the interest of refugee and other populations that UNHCR serves well represented and articulated
- Demonstrated experience in working with development actors and donors
- The candidate should have previous working experience in an emergency/complex context as well as experience in remote management/monitoring
- Experience in collaborative leadership in managing relations with traditional and non-traditional partners with diplomacy and respect
- Manage a transparent, consultative and responsible process for the approval of the country-level budgets and the allocation of resources.

Essential:
Demonstrated experience in programme management including familiarization with the OMC and sound knowledge Results Based-Management. Demonstrated experience in field operations, sound knowledge on the centrality of protection in programming, Joint Needs Assessments and the principles of targeting.

At least 8 years of experience in a senior managerial/leadership positions involving, amongst other things, responsibilities relating to risk management, compliance and quality of results. Experience in liaising with governmental and / or diplomatic authorities as well as international institutions and partner organizations. Excellent judgement with proven ability to deal with complex interrelated issues and strong analytical and problem solving skills to develop solutions that address root causes. Excellent communicator with strong interpersonal and writing skills.

Proven analytical skills, and abilities for identification of gaps and finding solutions. Good level of computer literacy in particular, experience in computerized systems and software. Experience in communicating, building capacities, coordinating consultative processes and building consensus. Ability to contribute in policy and process reviews.
