Engender Health would like to invites competent and interested candidates for the following position.

Position 1: IT Officer

Essential Functions

The IT Officer will also be responsible for other functions such as:

  • Install and configure computer hardware, operating systems and applications for LHA project staffs
  • Monitor and maintain computer systems and networks and introduction of new applications
  • Diagnose and resolve hardware and software faults when troubleshooting system and network problems
  • Take lead in the technical evaluation of IT equipment during local procurement processes and advice the local office management accordingly
  • Coordinate with reputable local IT support firms in ensuring scheduled maintenance, repairs, and processing of replacement parts as needed to ensure proper functioning of computing equipment at the office
  • Liaise with the Global Technology Manager in the provisioning request of system accounts for new users. Provide support to project staff by setting up their login profiles on their assigned computers and address any login related issues
  • Provide periodic updates to the Global IT Manager in regard to the support and incidences status at the local office
  • Support project startup and closeout processes by taking electronic backups of work documents and installation works
  • Visit field offices on a regular, scheduled basis, in order to provide on-site maintenance, training, and technical support
  • Train staff in the use of software applications
  • Provide orientation to new staff
  • Become the focal point and local liaison for updating the Intranet pages for the local office LHA project
  • Provide other related support as requested by the immediate supervisor

REQUIREMENTS

Must possess the following requirements with or without reasonable accommodation:

Position 2: Human Resources Officer

Essential Functions:

  • Assists Senior HR Manager in the preparation of HR plan to support the overall strategic aims objectives of Engender Health.
  • Ensures that staff is aware of the policies and procedures and able to operate them effectively.
  • Provides support to Senior HR Manager on all HR and organizational development issues.
  • Provides assistance to Senior HR Manager in processing performance management
  • Contributes to gathering and analyzing market data to measure the competitiveness of Engender Health’s salary and benefits package and make recommendations in revising salary grids if appropriate and annual salary review.
  • Monitors all types of leave requests and provide monthly reports
  • Assists in managing, medical insurance and life insurance policies by making sure that newly employed staff and their dependents are included in the insurance scheme. Follows up insurance premiums are paid timely. Updates the insurance company with changes such as termination of employees and settlement premium balance.
  • Prepares resource person agreements and maintains proper its documentation
  • Make sure that new staff are registered at Private Organization Employees’ Social Security Agency
  • Provides counseling and support on policies and procedures
  • Assists in performance management and employee evaluation
  • Supports the development and implementation of HR initiatives and systems

Position 3: Adolescent Youth Health (AYH) Advisor

Essential Functions:

  • Collaborate with the Health Service Delivery team and other technical teams of USAID LHA to develop an activity work plan for Adolescent and Youth Health (AYH). Take the lead in implementing the work plan effectively and ensure timely tracking of deliverables according to the agreed-upon work plan.
  • Take the lead in conducting sensitization and advocacy efforts to promote the implementation of different initiatives aimed at improving Adolescent and Youth Health (AYH) services in the activity implementation area.
  • Provide technical guidance and expertise on Adolescent and Youth Health (AYH) matters to USAID LHA team members and external stakeholders, including Participation in the national technical working group.
  • Collaborate with Field level program officers, consortium partners, and field-level stakeholders including health service delivery points to foster a supportive environment for advancing the AYH service in the pastoralist community.
  • Lead development of contextualized AYH program implementation guide/operating procedures, strategic approaches for direct engagement of diverse groups of young people, and AYH service quality audit tools that can apply to different service delivery models in the pastoralist community.
  • Provide technical support for youth integration strategy, youth Friendly Services (YFS), meaningful engagement of the young people, and digital platforms for youth-focused information dissemination in the pastoralist community.
  • Collaborate with the LHA team to integrate GYSI principles in AYH care. Adapt training curricula to address gender dynamics and power in inter-provider communication, promoting client-centered AYH care that recognizes social norms’ impact on client-provider interactions
  • Collaborate with KMER LHA Technical team to assess barriers and challenges in Adolescent and Youth Health (AYH) within the implementation area.
  • Identify and propose existing evidence-informed interventions/approaches to directly engage, diverse groups of young people, key influencers, and adult gatekeepers for AYH service in pastoralist communities.
  • Lead to facilitate the active involvement of young people in decision-making structures across public and private sectors, including health facility governance, youth advisory groups, and Quality Improvement (QI) initiatives’ community of practice to enhance AYH at pastoralist community.
  • Led and co-authored publication of documents such as technical brief, lessons learned, and best practices in concert with the Knowledge management team, and other LHA teams and shared with stakeholders using available platform.
  • Provide technical assistance and oversight in training and mentorship capacity building to healthcare providers and community workers on AYH interventions such as youth-friendly service.
  • Compile monthly, quarterly, and annual reports on Adolescent and Youth Health (AYH) program activities, ensuring comprehensive capture of all data and information to be reported to the donor.
  • Stay updated on the latest research and best practices related to Adolescent and Youth Health (AYH), and contribute ideas to incorporate them into program design and implementation.
  • Represent EngenderHealh in meetings, conferences, and workshops related to family planning and maternal health at local, national, and international levels

  • Advanced degree in health with specialized training/experience in AYH program implementation (at least 5 years of experience in AYH).

Position 4: Knowledge Management and CLA Advisor

Essential Functions

  • Lead learning, knowledge management, and adaptive programming activities for LHA
  • Together with the LME team, develop and implement the comprehensive LME/CLA plan that also outlines key learning questions and roles and responsibilities of stakeholders
  • Ensure LME evidence and knowledge are used for management decision-making and continuous performance improvement and or adaptive programming
  • Develop a strategy for learning and knowledge management in alignment with LHA’s CLA approach.
  • Ensure that a learning culture is fostered within LHA and that learning is an integral part of routine programming and staff engagement/development
  • Coordinate, collaborate, and oversee best practice consolidation with all intermediate results, ensure that the knowledgebase is configured appropriately for optimum accessibility and widely used in adaptive programming
  • Produce case studies, best practices; success stories, and lessons learned for internal and external use in line with the Strategic Information plan of the project
  • Facilitate strong CLA management practices in EngenderHealth and its partners throughout the Activity Cycle
  • Assist in identifying and responding to key learning issues, coordinate efforts among LHA implementing partners, and facilitate dialogue and learning around emerging issues during Activity implementation
  • Support strategic communications in line with EngenderHealth and USAID’s requirements including producing strategic information products (technical reports, best practices, case studies, success stories, publications, etc.)
  • Facilitate public events, workshops, and CLA among implementing partners and other stakeholders to facilitate information and experience sharing and help develop plans for program adaptation; establish a community of practice or network of key stakeholders and convene periodic learning events
  • Perform other duties as may be assigned from time to time

Job Requirements

  • A Master’s degree in knowledge management, CLA, development studies, or any field related to organizational and program learning in development assistance focusing on public health, health systems, RMNCH, and nutrition
  • A minimum of 5 years of demonstrated experience for in strategic information or monitoring and evaluation; evidence generation, learning, and adaptation; and knowledge management
  • Demonstrated experience or familiarity with USAID’s collaboration, learning, and adapting (CLA) approach, including using LME activities and adaptive management approaches to inform and improve project implementation

Position 5: Learning, Monitoring and Evaluation (LME) Advisor

Essential Functions:

  • Oversee the day-to-day management of the LME activities within LHA and engage a “one-team” approach amongst LME staff across LHA staff and partners to ensure expectations, deliverables, and quality standards are outlined and that LHA-related deliverables are produced on time and are of high quality.
  • Manage the development and implementation of project Monitoring, Evaluation, and performance measurement and related databases and data collection forms, including the project’s performance measurement plan, M&E work plans/manuals, routine monitoring and evaluation, information systems, and the design and implementation of activities.
  • Develop and apply standards and mechanisms to streamline data collection and ensure the project adheres to the overall technical quality of evidence-related activities including ensuring the project has well-defined results and data quality assurance approaches are developed and implemented.
  • Provide leadership and training in the development of progress against indicators template, quantitative and qualitative tools (surveys, focus groups, KIIs), routine monitoring tools, and analysis and data visualization to enable the project to assess outcomes and impact.
  • Provide leadership to all performance monitoring and evaluation activities undertaken by LHA to ensure quality standards are met, ethical processes are adhered to and ensure high-quality, on-time deliverables.
  • Contribute to LHA’s strategic information and/or learning component, ensuring research and activity findings are used for future programming and planning, drive strategic discussions, and foster continuous improvement through learning and adaptation.
  • Build a collaborative relationship with all LHA partners and promote shared learning, align approaches, and share mutual accountability to quality data collection, analysis, and presentation.
  • Ensure project data is integrated and documented in reporting, lead M&E contributions to quarterly and annual reporting, and prepare other suitable external or internal reports as needed.
  • Responsible for implementing EngenderHealth’s Code of Conduct and adhering to EngenderHealth’s policies on fraud management.
  • Establish and maintain regular communication with the LME, and program teams for closer support;
  • Travel to project locations in the field, as needed.
  • Perform any other tasks as assigned by the Supervisor from time to time.

Job Requirements

  • Master’s degree in public health, statistics, information systems, epidemiology, biostatistics, business, or a related field is required.
  • Minimum of 8 years of international public health experience with a focus on high-quality design and implementation of LME systems and the use of data to improve program performance and policies.
  • Experience designing, implementing, and managing LME-related activities for international donor programming required (experience with USAID a plus), experience working on health-related programming in Ethiopia’s lowlands or pastoralist communities is preferred.
  • Ability to analyze multiple sources of data to identify data trends and provide recommendations on project implementation.
  • Demonstrated ability to supervise staff and work with partners/stakeholders to successfully design, manage, and implement information systems and monitoring and evaluation plans.

Position 6: Senior Finance Officer

Essential Functions:

  • The Senior Finance Officer will also be responsible for other functions such as:
  • Prepare payment vouchers to process all vendor invoices, travel expense reports, and other program-activity payments
  • Ensure completeness of supporting documentation and accuracy of entries on the financial software of EngenderHealth (QB/SAGE) for financial reporting; keeping a proper filing system for all cash transactions
  • Follow the cash flow status of the project and prepare cash flow requests as per the requirements of EngenderHealth
  • Responsible for the preparation of training-related transactions
  • Support the Finance Manager with yearly annual budget planning and monitoring
  • Handle VAT reimbursement processing with applicable offices and units

  • Liaising with banks in the processing of wire transfers; timely submission of different types of tax to the Govt. to avoid any kind of penalty and performing other duties as assigned by the Finance Manager

Position 7: Finance Officer

Essential Functions:

Position 8: Logistics Officer

Essential Functions:

  • The Logistics Officer will also be responsible for other functions such as:
  • Supervise and support Drivers and Liaison Officers in providing guidance and supervision, completing their performance, and supporting them in planning their annual leave
  • Experience in managing rental vehicles including vehicle performance as related to fuel claims
  • Overseas technical upkeep of office vehicles and purchase of spare parts as applicable
  • Support international travel arrangements of EngenderHealth including visa processing, hotel arrangements, airport picks etc.
  • Ensure fleet inventory, vehicle, and driver data files, registration, annual inspection and documentation of import/export/transfer of fleet assets, accident management, and insurance matters as well as transport documentation are kept properly
  • Manage timely replenishment of project fuel coupons in due time
  • Monitor economic cost of fuel (KPI indicators) oil and vehicle maintenance and liaise with the vehicle rental and maintenance companies and garages as needed
  • Support the Operations/Logistics Manager on timely renewal of operations unit contracts and agreements
  • Support the Operations/Logistics Manager with procurement, project inventory management, physical inventory count and inventory report preparation
  • Ensure that accident and insurance claims are properly handled; insurance benefits are properly negotiated
  • Follow up all fleet assets are serviced, maintained, and cleaned according to fleet management procedures of EngenderHealth
  • Support with fiscal inventory management

  • Provide technical support for grant solicitation, and pre-award processing including vetting & preparation of sub-grantee agreement as per EngenderHealth template
  • Follow up with each sub-grantee for monthly and quarterly reporting requirements and carry out sample spot-checking on a monthly and quarterly basis as required
  • Responsible for planning for a compliance monitoring plan for each subgrantee for routine site visits, inspection and audit of financial records and progress reviews, and other gap and risk areas
  • Work with partners and grantees to ensure that grants & contracts are implemented in accordance with the terms and conditions of USAID rules and regulations- focusing on finance, procurement, and compliance
  • Responsible for verifying grant activity and progress reports and updating grant tracking sheet for outstanding advance and expense monitoring
  • Review and monitor sub-grantees’ financial reports and incurred expenses under the approved grant document and monthly workplan to ensure these are adequately documented and in compliance with the grant agreement and applicable USAID regulations
  • Provide technical support and training to the participating program partner organization to strengthen their financial and administrative capacities
  • Assist in the preparation of quarterly, bi-annual, and annual financial reports to HQ and donors as well as interim status reports as required
  • Prepare Monthly Expenditure analysis including accrual projections to determine where budgets are over and/or underspending
  • Responsible for liaising with the finance department for the review of monthly financial reports
  • Managing and performing other duties as assigned by the Director for Finance & Operations

Job Requirements

  • Must possess the following requirements with or without reasonable accommodation:
  • Bachelor’s degree, or other equivalent degrees in accounting, finance, Business administration, or another related field
  • At least 8 years of progressively experience as a Grants Manager with a minimum of 5 years experience working with USAID-funded projects
  • Working experience with USAID-funded programs, including demonstrated knowledge of USG rules, regulations, policies, and procedures
  • Computer literacy, including proven experience with computerized accounting packages, and word processing, as well as Microsoft Word and Excel
  • Excellent organizational skills
  • Good communication skills
  • Must demonstrate honesty and integrity specific to financial and project management, and be able to conduct business with all stakeholders regardless of ethnicity, gender, religion, race, preference, or affiliation in a professional manner
