We are looking for an experienced engineer to help high quality technical work of the PSI/Ethiopia WASH team adhere to high standards of technical competence and quality in oversight of water supply and small-scale irrigation construction and rehabilitation activities. The specialist, WASH Engineer should have strong engineering, communication, supervisory skills, and the ability to create and review technical specifications that translate into workable implementation solutions in selected drought and conflict affected communities in Ethiopia.
Key Result Areas:
- Supervise top-level engineering oversight of new and rehabilitation construction of water supply and small-scale irrigation to be carried out by the implementing partner and contractors.
- Quality of water and small-scale designs, specifications, bills of quantity, and standards of construction for water facility.
- Quality and standard water supply and small-scale irrigation facilities
- Regular supervision and tracking of progress of the construction activities.
- Technical feedback, and assure quality results under effective, sustained community management.
- Closely relationship with WASH teams and implementing partners.

Main Duties and Responsibilities:
Under the supervision of the Manager, WASH Engineer, you will:
- Supervise top-level engineering oversight of new and rehabilitation construction of water supply and small-scale irrigation to be carried out by the implementing partner and contractors.
- Review and provide recommendations on the technical appropriateness of the designs, specifications, bills of quantity, and standards of construction for water facility construction in a variety of settings.
- Schedule frequent travel to construction sites in several regions to oversee and report on the quality of water supply and small-scale irrigation facilities under construction or rehabilitation by PSI’s consortium partner.
- Conduct regular review meetings with the WASH team, consortium partners, and other stakeholders to track the progress of the construction activities.
- Provide corrective technical feedback, and assure quality results under effective, sustained community management.
- Closely work with WASH teams and implementing partners to establish good relationship and achieve better results.
Your deliverables:
- Supervision plans and reports with clear recommendations.
- Written and verbal comments documented for consortium partners with follow-up actions monitored closely.
- Technical quality assessment tools and reviews.
- Program briefs, learning notes (in English), and other communication products.
- Progress reports (or sections).
Job Requirements
What are we looking for? The basics
- MSc/BSc in Water Engineering or related field
- Minimum six years for MSc and eight years for BSc, of water engineering experience, preferably with development or emergency/humanitarian organization
- Have practical experience on Engineering software’s (AutoCAD and EPHANET /WATERCAD is mandatory) others related software’s skills are considers a plus.
- Positive record of interaction with USAID and other project stakeholders is a major plus.
- Significant work and supervisory experience (resulting in sustained operation and success) in the construction and rehabilitation of drinking water and small-scale irrigation facilities.
- Demonstrated excellence in technical quality assurance and improvement, with ability to document processes and operationalize action tracking systems in a digestible way with clear updates to management and staff.
- Strong interpersonal and English written and oral communication skills is required.

Position 2: MNCH Quality and Training Coordinator

Main Duties and Responsibilities:
You will work under the direct supervision of the MNCH program manager with a dotted-line relationship with the Sr. Technical Advisor.
Technical
- Lead in the overall coordination of MNCH Quality of care and training activities to ensure efficient delivery of FP/MNCH quality services and achievement of PSI Ethiopia’s mission.
- Implement the quality of care and training of PSI/E’s RISE/MNCH project jointly with the regional and district-level health bureaus/offices.
- Supporting regional and district health offices in setting up a system to ensure client-provider safety at service delivery points.
- Work with the technical teams to cascade the QA/QI tools, SOPs, assets, and tracking systems at the regional and district levels.
- Ensure the best quality of MNCH and FP clinical care by regular monitoring and competency assessment of service providers with support from the Sr. Technical Advisor.
- Support Quality of care evaluation/audit activities at the regional and district level jointly with the health providers.
- Ensure action plans related to internal/external QoC evaluations/audits and supportive supervision findings are timely completed.
- Ensure equitable and quality service delivery for MNCH services.
- Ensure equitable and quality service delivery on adolescents’ access to modern contraception per the designed SMART START tools; in compliance with MOH rules and regulations and national guidelines and work closely with government stakeholders to create quality agreements, ensure quality standards are met, and resolve issues related to quality service delivered promptly and effectively.
- Develop and ensure timely execution of the quality-of-care evaluation/audit Plan, coordinate regulatory inspections, and report significant QoC design fidelity issues and standard clinical quality deficiencies to responsible bodies.
- Prepare a quality assurance operational plan and report periodically the implemented activities
- Support standardization of approaches MNCH services tailored clinical service delivery particularly national-level manuals/guides and site visit program checklists.
- Ensure on-time reports for the AEs happened in the RISE operating sites as per the PSIE guideline.
- Build up strong relations with the MOH, Regional Health Bureau and non-governmental agencies to promote quality of care and partnership at the local level and provide technical support at regional levels including TWGs.
- In close consultation with the regional health bureaus and with a reference to different training materials and standards; develop training materials and plan to train service providers.
- Follow and support the Master TOT trainees at the respective regions so that they will effectively cascade the training to the service providers as well as Design and deliver the Master TOT so that the training will be cascaded effectively and efficiently.
- Document and communicate the database of the trainees to the RHB and PSI/E central team so that it will be used to closely track the cost of training so that the data will be regularly analyzed to work towards cost optimization.
- Support the RHB to design and run a functional dashboard to document and track the data on trained service providers.
- Ensure the quality of the training delivered at different levels in the region by fostering regular program quality audits in close collaboration with the RHB staff at different levels.
- Support and strengthen the relevant region-specific TWGs that will support the revision and enrichment of the training materials assess and the quality of training provide technical assistance.
Services delivery
- Ensure that the PHCUs and Woreda health offices own and integrate smart start and other MNCH training into their plan.
- In collaboration with RHBs and MOH conduct monthly health post-support visits.
- Ensure that visits are performance-driven and geared towards supporting HPs to be able to improve performance
- Develop a checklist that shall be used to identify monitor progresses comprehensively looking at the various facets of the MNCH continuum at PHCUs level.
- Provide regular feedback to PHCUs, HP, and woreda health offices and support them to draw action points for course correction.
- Analyze findings and share learnings for course correction, and continued improvement for the MNCH project.
- Provide TA to ensure that HPs and HCs are reporting an increased number of MNCH services delivery data (ANC, FP, PNC, PPFP)
- Co-create a community engagement strategy to enhance mobilization to create an enabling environment for AGYW for improved MNCH services uptake.
- Facilitate the provision of awareness-raising education for AGYW on ANC, PNC, FP PPFP, through HEWs and providers.
- Support HEWs and PHCUs to realize a proactive commodity request, reporting, stock-in and utilization practice.
Services delivery
- Support quarterly MNCH activity reviews at the National and Regional levels as well as at the woreda level.
- Follow up and support the implementation of actionable recommendations that come from meetings, field visits, communications, and data review.
- Document minutes, reports, plans, visit reports, etc, and share as required.
- Provide regular updates and reports to her/his supervisor.
- Conducts coaching and mentorship on CHIS, HMIS, DHIS2 at the woreda, PHCU and HP level in collaboration with MEL
- Support to avail the MNCH data tracking tool at all levels with Proper orientation for the users.
Key Result Areas:
- Increased ANC, especially early ANC initiation and ANC8,
- Increased FP uptake among 15-24 years old women
- Improved PPFP uptake among postnatal women
- Increased PNC visits
- Improved pregnant women conference engagement.

Background
What are we looking for? The basics:
- Master’s degree in public health (MPH), SRH or related fields with four (4) years of demonstrated experience.
- Bachelor’s degree in public health, SRH or related fields with six (6) years of demonstrated experience.

- Ample experience in improving and enhancing the quality of AYH and MNCH service in general and adolescent health and maternal health programs in particular.
